Carson County District Court hears 19 pleas
On Tuesday, Feb. 11, 19 pleas took place in the 100th Judicial District Court in Carson County.
Luke Inman, the District Attorney for the 100th Judicial District, along with Assistant District Attorney Harley Caudle, prosecuted the cases for the State of Texas, with the Honorable Judge Dale Rabe, Jr., presiding.
Austin Tyler Sims, 31 from White Deer, Texas, was sentenced to five years in prison for the third degree felony offense of tampering with physical evidence.
Sims was arrested by Carson County Sheriff’s Deputy Matt Wadsworth for the offense that occurred on Sept. 20, 2024. Sims pleaded to an information filed by the State on Feb. 11.
Sims was also ordered to pay $305 in court costs.
Meko Julio Alvarado Salinas, 30 from Borger, Texas, was sentenced to 12 months in prison for the state jail felony offense of burglary of a building.
Salinas was arrested by Carson County Sheriff’s Deputy Chris Richardson for the offense that occurred on Oct. 25, 2024. Salinas pleaded to an information filed by the State on Feb. 11.
Salinas was also ordered to pay $305 in court costs.
Salomon Mejia Quinteros, 30 from Mexico, was sentenced to 66 days in Carson County Jail for the state jail felony offense of unauthorized use of a motor vehicle.
Quinteros was arrested by 100th District Attorney’s Office Criminal Interdictor JC Blackburn for the offense that occurred on December 8, 2024. Quinteros pleaded to an information filed by the State on Feb. 3.
Quinteros was also ordered to pay $305 in court costs. At the time of his plea, Quinteros was being held in the Carson County Jail on an immigration detainer from Immigration and Customs Enforcement and awaiting deportation.
Wayland Charles Williams, 62 from Pampa, Texas, was placed on eight years probation for the second degree felony offense of possession of a controlled substance, methamphetamine.
Williams was arrested by Carson County Sheriff’s Deputy China Alexander on May 17, 2024. Williams pleaded to an information filed by the State on July 24, 2024.
Williams was also ordered to pay a $8,000 fine, $305 in court costs, $180 in restitution, $500 attorney fees, and complete 400 hours of community service. If his probation is revoked, Williams faces up to 20 years in prison.
Constantin Fedor Golicov, 38 from Holladay, Utah, was placed on six years probation for the second degree felony offense of assault on a peace officer.
Golicov was arrested by Carson County Sheriff’s Deputy Colton Daniels on Feb. 16, 2023. Golicov was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Golicov was also ordered to pay a $6,000 fine, $305 in court costs, $500 attorney fees, and complete 300 hours of community service. If his probation is revoked, Golicov faces up to 20 years in prison.
Randolph Scott Gustave Jr., 50 from Mount Pleasant, Mich., was placed on six years probation for the second degree felony offense of possession of marijuana.
Gustave was arrested by DPS Trooper Lonnie Rawlins on Sept. 6, 2023. Gustave was indicted by a Carson County Grand Jury on Dec. 19, 2024.
Gustave was also ordered to pay a $6,000 fine, $305 in court costs, $180 in restitution, $500 attorney fees, and complete 300 hours of community service. If his probation is revoked, Gustave faces up to 20 years in prison.
Coby Rick Hall, 39 from Amarillo, Texas, was convicted and sentenced to ten years in prison but the sentence was probated for three years for the third degree felony offense of driving while intoxicated 3rd or more.
Hall was arrested by Alexander on April 30, 2023. Hall was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Hall was also ordered to pay a $3,000 fine, $305 in court costs, $60 lab fee, complete 200 hours of community service, and all DWI requirements under chapter 49 of the Texas Penal Code.
Gordon Stanley Hulsey, 72 from White Deer, was convicted and sentenced to ten years in prison but the sentence was probated for three years for the third degree felony offense of driving while intoxicated 3rd or more.
Hulsey was arrested by DPS Trooper David Stambaugh on July 30, 2022. Hulsey was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Hulsey was also ordered to pay a $500 fine, $305 in court costs, $60 lab fee, and all DWI requirements under chapter 49 of the Texas Penal Code.
Ah Din, 40 from Amarillo, was placed on three years probation for the third degree felony offense of engaging in organized criminal activity.
Din was arrested by Alexander on June 11, 2024. Din was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Din was also ordered to pay a $500 fine, $450 in attorney fees, $305 in court costs, and complete 200 hours of community service. If his probation is revoked, Din faces up to ten years in prison.
Rachel Elizabeth Feider, 40 from Hastings, Minn., was placed on six years probation for the third degree felony offense of possession of marijuana.
Feider was arrested by DPS Trooper Ricky Walters on Jan. 9, 2022. Feider was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Feider was also ordered to pay a $6,000 fine, $450 in attorney fees, $305 in court costs, $180 lab fee, and complete 200 hours of community service. If her probation is revoked, Feider faces up to ten years in prison.
In a separate case, Feider was also placed on six years probation for the third degree felony offense of failure to appear.
Feider was indicted by a Carson County Grand Jury on Oct. 10, 2024 for the offense that took place on Dec. 13, 2022.
Feider was also ordered to pay $450 in attorney fees and $305 in court costs. If her probation is revoked, Feider faces up to ten years in prison. If her probation in both cases is revoked, any resulting prison sentences could be ordered to run consecutively.
Larry Ray Henry, 63 from Amarillo, was placed on three years probation for the third degree felony offense of possession of a controlled substance, methamphetamine.
Henry was arrested by Daniels on July 24, 2024. Henry pleaded to an information filed by the State on September 16, 2024.
Henry was also ordered to pay $340 in court costs and $180 lab fee. If his probation is revoked, Henry faces up to ten years in prison.
In a separate case, Henry was also placed on three years probation for the third degree felony offense of tampering with physical evidence.
Henry was arrested by Daniels on July 24, 2024. Henry pleaded to an information filed by the State on Sept. 16, 2024.
Henry was also ordered to pay a $3,000 fine, $340 in court costs and complete 200 hours of community service. If his probation is revoked, Henry faces up to ten years in prison.
Montel Lashawn Richard, 28 from Amarillo, was placed on two years probation for the third degree felony offense of possession of a controlled substance, cocaine.
Richard was arrested by Alexander on July 6, 2023. Richard was indicted by a Carson County Grand Jury on Jan. 30.
Richard was also ordered to pay a $500 fine, $450 in attorney fees, $305 in court costs, $180 lab fee, and complete 200 hours of community service. If his probation is revoked, Richard faces up to ten years in prison.
Angel Yovany Matute-Aviles, 22 from Falls Church, Va., was placed on two years probation for the state jail felony offense of money laundering.
Matute-Aviles was arrested by DPS Trooper Stephen Bond on Feb. 8, 2023. Matute-Aviles was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Matute-Aviles was also ordered to pay a $500 fine, $400 in attorney fees, $305 in court costs, and complete 100 hours of community service. If his probation is revoked, Matute-Aviles faces up to two years in prison.
Jacob Daniel Ruble, 27 from Fritch, Texas, was placed on five years probation for the state jail felony offense of failure to comply with sex offender registration enhanced to a third degree felony.
Ruble was arrested by Richardson for the offense that took place May 10, 2024. Ruble was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Ruble was also ordered to pay a $2,500 fine, $450 in attorney fees, $305 in court costs, and complete 200 hours of community service. If his probation is revoked, Ruble faces up to ten years in prison.
In a separate case, Ruble was placed on five years probation for the state jail felony offense of failure to comply with sex offender registration enhanced to a third degree felony.
Ruble was arrested by Carson County Sheriff’s Deputy Chris Richardson for the offense that took place July 5, 2024. Ruble was indicted by a Carson County Grand Jury on Oct. 10, 2024.
Ruble was also ordered to pay $450 in attorney fees and $305 in court costs. If his probation is revoked, Ruble faces up to ten years in prison. If his probation in both cases is revoked, the Court will have the option to order that any resulting prison sentences be served consecutively.
Shaunn Richard Bittner, 46 from Fritch, was placed on two years probation for the Class A misdemeanor offense of unlawful use of a criminal instrument.
Bittner was arrested by Daniels for the offense that took place Jan. 27, 2024. Bittner was indicted by a Carson County Grand Jury on Dec, 19, 2024.
Bittner was also ordered to pay a $4,000 fine upfront, $305 in court costs, $180 lab fee, and complete 100 hours of community service. If his probation is revoked, Bittner faces up to one year in the Carson County Jail.
Lathica Marie Lucero, 32 from Pampa, was placed on two years probation for the Class A misdemeanor offense of reckless driving.
Lucero was arrested by Alexander for the offense that took place May 19, 2024. Lucero was indicted by a Carson County Grand Jury on Jan. 30.
Lucero was also ordered to pay a $500 fine, $305 in court costs, $400 attorney fees, $60 lab fee, and complete 100 hours of community service. If her probation is revoked, Lucero faces up to one year in the Carson County Jail.
