Aug. 25 Meeting
The Carson County Commissioners Court conducted regular session on Aug. 25, to transact the business that was brought forth.
Present were Judge Dan Looten, and Commissioners Jigger Britten – Precinct 1, James Martin – Precinct 2, David Lanier – Precinct 3, and Kevin Howell – Precinct 4.
Judge Looten called the meeting to order, and Commissioner Martin led the pledges and invocation. No one appeared for citizens comments.
The minutes of Aug. 11 and Aug. 18 meetings were reviewed. Commissioner Howell made a motion to approve the minutes as submitted, and Commissioner Martin seconded the motion. Motion carried.
All claims, invoices and commissary were reviewed. Commissioner Britten made the motion to approve all claims, invoices and commissary. Commissioner Lanier seconded the motion. Motion carried.
County Treasurer Eileen Pulliam presented the July Financial Report to the court for approval. Commissioner Martin made a motion to approve the report and Commissioner Lanier seconded. Motion carried.
No comments were heard during the public hearing for the Proposed 2025-2026 County Budget and Tax Rate. Judge Looten closed the public hearing at 10:07 a.m.
Commissioner Howell made the motion to adopt the 2025-2026 Budget as advertised. Commissioner Lanier seconded the motion. Judge Looten and all commissioners voted unanimously.
Commissioner Martin made a motion to pass the resolution that adopts the total tax rate of 0.519967 (0.376498 General Fund, 0.047673 Lateral Road, 0.095796 Special Road & Bridge). Commissioner Britten seconded. Judge Looten and Commissioners voted unanimously.
Following an open hearing, no action was taken to approve the Letter of No Objection from Fermi America’s special purpose foreign trade sub zone request.
Judge Looten presented a bid from Amarillo Floor Co. to redo the flooring in the Justice of the Peace – Precinct 1 in Groom, in the amount of $7,747.25. Commissioner Lanier made a motion to approve this bid. Commissioner Britten seconded. Motion carried.
Commissioner Lanier made a motion to dismiss. Commissioner Howell seconded. Motion carried; meeting adjourned.
Sept. 8 Meeting
Meeting on Sept. 8 for a regular meeting, present were Judge Looten and Commissioners Britten, Martin, Lanier and Howell.
Meeting was called to order by Judge Looten, and Commissioner Howell led the pledges and invocation. No one appeared for citizens comments.
The above minutes of Aug. 25 were reviewed, and Commissioner Britten made a motion to approve the minutes as submitted. Commissioner Martin seconded and motion carried.
The court reviewed all claims, invoices and commissary. Commissioner Britten made a motion to approve all claims, invoices and commissary. Commissioner Lanier seconded and motion carried.
Current taxes collected for August 2025 is 96.95 percent.
Commissioner Britten told the court that he has hired Kolton Massey effective Sept. 9, 2025, and asked that his salary be set at $36,000 annually. Commissioner Howell made a motion to approve, and Commissioner Lanier seconded. Motion carried.
County Tax Collector-Assessor Lisa Pelfery told the court that she hired Adelita Chavez as Chief Deputy effective Sept. 1, 2025, and asked for her salary to be set at $4,000 annually. Commissioner Martin made a motion to approve and Commissioner Britten seconded the motion. Motion carried.
Discussion was held to approve Justice of the Peace Precinct 1 compensation. Kathleen Barkley has handled the duties of the office of Justice of the Peace, Precinct 2 since July 24, 2025. Commissioner Lanier made a motion to compensate her at $100 per day retroactive to that date and until the job of JP-Precinct 2 is fulfilled. Commissioner Howell seconded the motion. Motion carried.
Discussion was held concerning new courthouse hours. Commissioner Lanier made a motion to approve new courthouse business hours of 8 a.m. to 5 p.m., open during noon, Monday through Thursday; and on Friday, open business hours of 8 a.m. to 1 p.m. Commissioner Britten seconded the motion. Motion carried.
No action was taken on tree trimming.
No action was taken on courthouse parking lot pavement.
Commissioner Lanier made a motion to dismiss, and Commissioner Howell seconded. Motion carried.
