Carson County Commissioners Court Minutes – May 27, 2025

Lisa Pelfrey takes Oath of Office as newly appointed Carson County Tax Assessor-Assessor.
The Carson County Commissioners met on May 27, to conduct a regular meeting to conduct any business that was lawfully brought before them.
Present were Commissioners Jigger Britten – Precinct 1, James Martin – Precinct 2, David Lanier – Precinct 3 and Kevin Howell – Precinct 4. Judge Dan Looten was absent.
Commissioner Howell called the meeting to order, and Commissioner Lanier led the pledges and Commissioner Howell the invocation.
No one appeared for citizens’ comments.
The court reviewed the minutes of the May 12 and 13 meetings. Commissioner Martin made a motion to approve the minutes as submitted. Commissioner Britten seconded the motion and motion carried.
All claims, invoices and commissary were reviewed. Commissioner Britten made a motion to approve all claims, invoices and commissaries. Commissioner Lanier seconded the motion. Motion carried.
Current taxes collected through March were 94.56 percent. No action taken.
Current taxes collected through April were 95.25 percent. No action taken.
John Merris of Doshier, Pickens and Francis, LLC presented the Carson County Financial Audit for 2023-2024 to the court. Commissioner Lainer made a motion to approve the audit. Commissioner Britten seconded the motion and the motion was carried.
Discussion was held to approve the order to create Emergency Services District 1. Commissioner Britten made a motion to approve the order creating Emergency Services District 1. Commissioner Martin seconded the motion, and the motion carried.
Discussion was held to approve the order to create Emergency Services District 2. Commissioner Lanier made a motion to approve the order creating Emergency Services District 2. Commissioner Martin seconded the motion, and the motion carried.
Commissioner Britten told the court that he has traded a 140M 200 Caterpillar for a 150 AWD 2025 Caterpillar. Commissioner Lanier made a motion to allow this purchase, and Commissioner Martin seconded. The motion carried.
Carson County Treasurer Eileen Pulliam presented the April Financial Report to the court for approval. Commissioner Martin made a motion to approve the report. Commissioner Britten seconded the motion. Motion carried.
Mrs. Pulliam presented a depository renewal contract and resolution with State National Bank for approval. Commissioner Martin made the motion to approve the contract. Commissioner Britten seconded, and motion carried.
Discussion for approval was held concerning Inspecting Sensitive Documents in Person policy/procedures for public inspection requests. Commissioner Lanier made a motion to approve the policy and the price list presented by Election Administrator Shelley Green. Commissioner Britten seconded the motion, and it carried.
Mrs. Green told the court that she has received reimbursement from the Secretary of State in the amount of $1,214.42 for education. Commissioner Martin made the motion to deposit the $1,214.42 back into the Election Administrator’s budget. Commissioner Lanier seconded and the motion was carried.
Sheriff Tam Terry recognized Lonnie Leinenweaver and Kalee Massey for stepping up in the absence of personnel at the sheriff’s department.
Commissioner Howell told the court the interview team recommended Lisa Pelfrey as the new Tax Assessor-Collector. Commissioner Britten made the motion to
appoint Mrs. Pelfrey as the Tax Assessor-Collector. Commissioner seconded the motion. Motion carried.
County District Clerk Gayla Cates gave the Oath of Office to Mrs. Pelfrey.
Commissioner Lanier made a motion to dismiss, and Commissioner Martin seconded. Motion carried.
