On July 28, the Carson County Commissioners Court held a regular meeting to transact any and all business that was put before them.
Present were Judge Dan Looten and Commissioners Jigger Britten – Precinct 1, James Martin – Precinct 2, David Lanier – Precinct 3 and Kevin Howell – Precinct 4.
Judge Looten called the meeting to order and Commissioner Lanier led the pledges and Commissioner Howell gave the invocation.
No one appeared for citizens’ comments.
The court reviewed the minutes from the July 14 meeting, and Commissioner Howell made a motion to approve the minutes as submitted. Commissioner Britten seconded and the motion carried.
All claims, invoices and commissary were reviewed. Commissioner Martin made the motion to approve all as submitted, including a correction on a pharmacy statement for the sheriff’s office in the amount of $13.88. Commissioner Howell seconded the motion, and it was carried.
Carson County Treasurer Eileen Pulliam presented the June Financial Reports to the court for approval. Commissioner Britten made a motion to approve the reports as submitted and Commissioner Lanier seconded the motion. Motion carried.
Denise Brooks and Scott Langenbeck, Program Specialist with the State Energy Conservation Office with the Texas Comptroller, spoke about an Agreement In Principal with Pantex. Discussion was heard. No action was taken.
Discussion was heard about the start-up funding for the Emergency Service Districts (ESD). Commissioner Britten made a motion to approve the start-up funding with $25,000 for ESD #1 and $25,000 for ESD #2. Commissioner Lanier seconded the motion, and motion was carried.
Election Administrator Shelley Green presented a list of presiding judges and alternate judges for the 2025-2026 Elections to the court for approval. Commissioner Martin made a motion to approve the judges and alternate judges. Commissioner Howell seconded. Motion carried.
No action was taken to approve Mrs. Green’s Continuation Certificate for Bond issued on Oct. 1, 2024.
Discussion of the Law Enforcement on MOA Warrant Service Officer program was heard. Commissioner Martin made a motion to allow Sheriff Tam Terry to sign the agreement with ICE on the MOA warrant service officer program. Commissioner Lanier seconded, and motion carried.
A supplemental agreement for the installation on LPR cameras was discussed. Commissioner Howell made a motion to agree to the supplemental agreement on LPR cameras and any prior agreements involving the installation of LPR cameras. Commissioner Martin seconded and the motion carried.
Sheriff Terry does not request any changes to the civil Sheriff’s services for 2026. County Clerk Gayla Cates will make a report to the Texas State Comptroller’s office. Commissioner Lanier made a motion to adopt the fees without changes. Commissioner Britten seconded, and the motion carried.
In Pursuit of Texas Gov. Code 551.071, the commissioners court went into Executive Session with the County Attorney with discussion of Economic Development Matters TGC 551.087 and personnel matters TGC 551.074 at 10:48 a.m.
The court reconvened at 11:189 a.m. Commissioner Howell made a motion to accept the resignation of Jean Hardman, Justice of the Peace – Precinct 2. The court thanked her for her years of service. Katheen Barkley, Justice of the Peace – Precinct 1, will assume the duties of Precinct 2 until a a replacement is appointed. Commissioner Martin seconded and the motion carried.
Concerning a proposed elected salaries, Commissioner Howell made a motion to approve the proposed salaries of elected offices and to give all other eligible employees a 4 percent raise, and $1,700 plus additional funding out of SB22 funds to each eligible employee of the sheriff’s office and a 2 percent base pay raise to those same employees. Commissioner Britten seconded the motion and it carried.
No action was taken on the courthouse renovation.
Commissioner Martin made the motion to adjourn. Commissioner Howell seconded and the motion was carried.
