Regular Session

The Board of Trustees of the Panhandle Independent School District met in regular session on May 23, 2025, at 6 p.m. in the Boardroom of the Administration Building.
Members present were Jeromy Adair, Nick Kuehler, Kevin Brinkley, Jason Davis, Zach Robinson, Jim Younger and Nikki Biggs. School personnel present were Dr. John Sherrill, Allison Mitchell, Heather Kennedy and Jamie Moore.
Zach Robinson gave the invocation after the board recited the Pledge of Allegiance.
No one spoke during the public comments/audience participation portion of the meeting.
The Board of Trustee terms of Zach Robinson and Jeromy Adair were complete in May, 2025. Both applied to be on the ballot for the May 3 Trustee election. The election was uncontested. On May 20, 2025 the board approved the uncontested election canvassing and results, declaring Jeromy Adair and Zach Robinson elected PISD Trustees. Jeromy Adair was sworn in at that time. The Statement of Office was signed by newly elected trustee Zach Robinson. The Oath of Office was administered by Jamie Moore as notary public, and duly affirmed by Zach Robinson.
The floor was opened for nominations for board officers. Nick Kuehler was elected School Board President. Jeromy Adair was elected School Board Vice President. Kevin Brinkley was elected School Board Secretary.
The district report was given by Dr. John Sherrill.
– As of May 16, there were 610 total students enrolled in Panhandle’s school system. This represents ten less students than on the 2024-2025 snapshot day.
–Elementary – 288 students
–Junior High – 129 students
–High School – 193 students
– Future agenda items were identified
– The next regular board meetings were scheduled for Tuesday, June 17 and Tuesday, July 22, both at 6:00 p.m.
– Monthly Financial Reports, Board Reports, Check Payments, Activity Accounts and Bond Report were presented
– Preliminary 2025-2026 budget items were discussed, including:
— Salary schedules and comparisons
— Property Values and the PVS results
— Tax Rates for 2025
— Local Optional Homestead Exemption
— Insurance
Resignations received by the Superintendent’s office were presented. They included those of Taya Sargent, Claire Crutchfield, Melodee Reagan, Aaron Couch, Lyle Logemann, Eric Wilson and Marilyn Johnstone. All resignations were received with regret.
The Texas Academic Performance Report turnover rates from 2019-2024 were presented. Panhandle ISD turnover rates were similar to state averages, only being higher in two years.
The Board approved the consent agenda and all included items, as presented. It included the minutes of the April 29 meeting of the board, a generous donation from the Panhandle Athletic Booster Club for the purchase of sideline chairs, and a budget amendment to account for refinishing the track.
Districts are able to request a waiver to excuse any instructional days from ADA and FSP funding calculations if the attendance rate is at least ten percentage points lower than the last school year’s overall average attendance due to inclement weather, health or safety related issues. The Board approved the submission of a waiver to excuse low attendance days from ADA and FSP funding calculations.
Upon recommendation of administration, the Board approved the employment of Tyler Richardson, Kinley Sparks, Makenzie Knipe, and Jaci Kittley for the 2025-2026 school year.
The Board then considered a “Grow Your Own Program Service Agreement” that would allow reimbursement costs of obtaining a certification, with continued employment with the district. This item was tabled until the agreement details were final.
There being no further agenda items, the meeting was adjourned at 8:45 p.m. by order of the presiding officer with no voiced objections.
