The Carson County Commissioners Court met in regular session on June 23, to transact any and all business that was lawfully brought before the court.
Present were Judge Dan Looten and Commissioners Jigger Britten – Precinct 1, James Martin – Precinct 2, David Lanier – Precinct 3 and Kevin Howell – Precinct 4.
Judge Looten called the meeting to order, and Commissioner Lanier led the pledges and Commissioner Martin gave the invocation.
No one appeared for citizens comments.
The court reviewed the minutes for the June 9 meeting. Commissioner Martin made the motion to approve the minutes as submitted. Commissioner Britten seconded the motion, and the motion carried.
All claims, invoices and commissary were reviewed. Commissioner Britten made the motion to approve all claims, invoices and commissary. Commissioner Lanier seconded the motion, and the motion carried.
Commissioner Lanier – Precinct 3 reported to the court he has hired Pedro Vellarde at $17.85 for a full-time position effective June 1. Commissioner Howell made the motion to approve the hiring, and Commissioner Britten seconded the motion. Motion carried.
Commissioner Lanier informed the court that the only bid received for a 2024-2025 John Deere tractor was from Western Equipment. The tractor will be financed through Western Equipment for 2 years. Commissioner Lanier also purchased a 15-foot bat-wing mower. Commissioner Howell made a motion to approve the purchases. Commissioner Britten seconded and the motion carried.
Carson County Sheriff Tam Terry told the court of the resignation of Keirstyn Tollison effective July 3, and the hiring of Avery Foster effective July 1, at the salary of $40,000 annually. Commissioner Martin made a motion to approve, and Commissioner Britten seconded the motion. Motion carried.
Carson County Extension Agent Jody Bradford submitted his letter of resignation to the court. After 33 years of dedicated service to Carson County, Mr. Bradford will be retiring effective Aug. 31, 2025. The Commissioner’s Court thanked Mr. Bradford for his years of dedicated service. Commissioner Howell made a motion to accept his resignation. Commissioner Martin seconded, and the motion carried.
County Tax Assessor/Collector Lisa Pelfrey told the court of the Homestead Exemptions and discounts for the 2025 tax roll. Homestead exemption for the county will remain at 20 percent of the taxable value, and discounts will also remain the same 3 percent in October, 2 percent in November and 1 percent in December, the base tax due in January. Commissioner Lanier made a motion to keep the exemptions and discounts the same as in previous years. Commissioner Howell seconded and the motion carried.
Judge Looten presented a few options to the court for medical insurance for 2025-2026, through the Texas Association of counties. Following discussion, Commissioner Howell made a motion to go with Option 3, which will increase the deductible to $4,000, and increase the fees for an office visit of a specialist and emergency room visits. Commissioner Britten second the motion and it carried.
Set up for the July 4 celebration will be on July 2 at 8 a.m.
No action was taken on the budget.
Vanessa Watkins told the court of her resignation effective June 25, 2025. The court thanked her for her years of service.
Commissioner Lanier made a motion to dismiss. Commissioner Martin seconded and the motion carried.
